Faculty Meeting Minutes
Wednesday, October 1, 2008
Call to Order: The meeting was called to order at 12:35 p.m.
Attendees: Drs. Elizabeth Tam, (Chair), Antonelli, Bello, Chow, Deshpande, Ganitano, Hew, Kuwada, McMurtray, Melish, Ng, Onopa, Schatz, Shiramizu, Shohet, Soll, L. Tam, Tan, Tice, Watters, and Yee
Minutes: A minor correction to the minutes of September 3, 2008 was made. Section HMCE Update – “There is one U01 subcontract to HMCE that may possibly be impacted by the bankruptcy filing.”
New Faculty: Dr. Tam introduced two new faculty members:
Dr. Gautam Deshpande, Assistant Professor of Medicine. Dr. Deshpande was an Instructor of Medicine while he was a Chief Medical Resident last academic year. He will serve as Teaching Attending at Kuakini Medical Center. Dr. Deshpande is a member of the UHIMRP Curriculum Committee and Office of Medicine Education.
Dr. Scott K. Kuwada, Professor of Medicine new Chief, Division of Gastroenterology. Dr. Kuwada replaces Dr. Stanley Shimoda who retired September 30, 2008.
State Update: Chancellor Hinshaw sent a memorandum on this year’s budget crisis. The next proposed biennium budget focuses on repair, renewal and replacement. Chancellor Hinshaw says: “We can’t do more with less but, ...do better with less”.
General funds are not to be used for out-of-state travel, limits of $10,000 for equipment per purchase order, limits of $10,000 for certain personal services contract, and review of all hires of faculty and staff. Regardless of funding careful review of hires is being conducted.
Any exceptions to the above restrictions will need to be approved at the campus level after review by the Dean, Vice Chancellor and the Chancellor. A special campus committee has been established to assist in the process to define academic priorities and also direct appropriate resources to accomplish the priorities.
Fundraising: JABSOM’s “Starting from the Inside Out” 2008 Internal Giving Campaign has
now topped $73,000!!
Dr. Tam announced this year’s Department Goal for Aloha United Way is $1,000. Presently we are 25% of the way there.
UCERA Developments: The UCERA Board of Directors accepted Kent Vaughn’s resignation Friday, September 26, 2008. Dr. Patricia Blanchette, has been named Interim COO. Dr. Blanchette has stepped down as Chair of the Department of Geriatrics.
UCERA has been successful in implementing the following plans:
1. Corporate Compliance – New STARK 3 Rules and Regulations
2. Coding Compliance Training – First training session was held October 1, 2008
3. Physician Agreements – Waiting Board approval
4. Compensation Plan – Joe Taylor and Associates was hired to help create a compensation package for UCERA employed physicians.
Medical Malpractice: New TDC Certificates of Insurance for the period October 1, 2008 through September 30, 2009 were distributed to those faculty present. A copy of the certificates will be sent to the various hospitals to update their records.
Dr. Tan reviewed the medical malpractice proposal. Dr. Tan noted several points of interest:
1. Coverage will be provided for claims that arise out of services “rendered for or on behalf of JABSOM or UCERA.”
2. First named JABSOM. JABSOM has the right to decide to settle as first named. UCERA is to be named as “Other Insured”.
3. The definition of a medical student will be amended to include health care professionals that may have a designated healthcare professional license in another country who are not licensed in the USA but are participating in education at JABSOM.
4. This is a “claims made” (not “occurrence”). Arrangements must be made before a faculty person leaves the University regarding Tail Coverage.
5. There is a deductible of $ 500,000 per claim / $ 2,000,000.
After a lengthy discussion, the faculty requested clarification on:
1. What physicians and what activities are covered?
2. UCERA status as “first” or “other” insured
3. Tail Coverage
4. $ 500,000 deductible per claim
Residency Program:
Dr. Bello announced that the ACGME site visit is scheduled for Wednesday, October 22, 2008.
Some of the key clinical faculty were sent the new ACGME requirements effective July 1, 2009. Of concern is the new requirement of 130 continuity clinic sessions per resident over 36 months. This is a significant increase over the current 108 clinics required.
Dr. Soll reported that this year the Selection Committee will hold interviews on the mainland for those applicants who are unable to come to Hawaii.
HMCE East:
Effective November 15, 2008 Collin Dang, M.D. will replace CEO Danelo Canete, M.D.
American College of Physicians:
On Friday, September 26th the ACP had its’ 3rd Annual ACP Pau Hana. Thank you to those who attended.
The Internal Medicine Interest Group (IMIG) unveiled their new t-shirt. Those interested in purchasing a shirt please see Dr. Laurie Tam. The shirts cost $12. Proceeds from the shirts will help defer the cost of the IMIG Club expenses.
ACP Abstracts are due on Friday, October 31, 2008, to be presented at the Annual ACP Meeting January 10, 2009.
Student Update:
Dr. Laurie Tam noted that the medical students are submitting applications through ERAS. For those faculty who supervised students during Blocks A, B or C, please turn in your evaluations no later than Friday, October 10th.
